I’m considering buying Toon Boom Animation instead of using my Adobe Premiere Elements 2019. would I still have to draw as many drawings by hand either way?

The Best answer is: “It depends.”

Are you doing cut out animation or are you doing frame by frame, 2D or 3D…

If you’re doing cutout you wont necessarily “draw” as many frames as with classic frame by frame animation, but you will have to rig a character first in order to animate it, which is a whole different workflow in itself.

All depends on what you want to make and how you want to make it.
