Why can you make a blank sound layer in Studio but no in Animate

I tried too make a blank sound layer in Toon boom animate but i can’t find it ?? I need help

In the Timeline Toolbar click the “+” button / Sound…

Or, right click the empty space in the Timeline Toolbar / Customize…
In the Toolbar Manager “Available Tools” find and select the “Add Sound” button…
Move it over to the “Toolbar” section using the Arrow button / click OK…
The “Add Sound” will be available in the Timeline Toolbar.
