When Windows Is Using two Monitors My Pen Glitches Out.

So the big Issue here is that I really want to be able to have a tutorial on one monitor and Toonboom/Storyboard on the other. When I have TB/SB on the drawing monitor I can click on the screen and a line will form but when I take off the pen the line will continue to follow the pen and become unusable. When I duplicate the screens it works fine but thats no way to work. Is there a work around for this? When I use flash I can draw on it just fine but its just with harmony products.
