What do you mean by “scratch track”? You can access a recorded annotation, by clicking on the containing panel and then on play in the Voice Annotation tool : this sound is linked to the specific panel as a reference, but not as a sound track layer. It does not play during playback mode of your panels. In Storyboard, when you record sound through annotation, it saves on your computer hard drive in the sound-annotations folder of your project folder; so you can then import the saved sound track file, to use in the Storyboard Timeline and sync with the desired panel.-romi
