Twinkling Stars in TBS 8.1?

Does anyone have any suggestions on the easiest way to go about creating a twinkling starfield in TBS 8.1. I have an imported night sky that I want to add a few random points of light that fade in and out.

I was hoping that I could add some sprites for one of the existing effects, set the velocity to zero and just use that with a mask. Unfortunately, I’m not finding a combination that really works. Maybe I just haven’t tried the right combination yet though.

Worst case I could probably add a handful of drawing elements and use Color transform effects on them, but it seems like there should be an easier way.
