Toon Boom Studio or Animate - what's best?

I’m a professional illustrator and I’ve done some limited animation in flash. I work in Illustrator every day and can create nice vector characters. I’ve spent the last 2 days reviewing the toon boom site trying to determine what program I should buy.

I’m a serious professional and want to create my own unique characters - but I’m new to creating skeletons/puppets, etc. I have no desire to use provided backgrounds or effects. I’m thinking Animate is what I should get, but would appreciate your advice. Also - once you buy the program, how is the best way to learn it?
