Toon Boom puppet animation questions

Hello! I’m new to toon boom and I have a few questions:

  1. What are parameters for and how do I use it? (I was drawing my character on different layers to prepare it for cut-out animation - i.e. arms, legs, left eye, right eye, etc. and the number 1 appeared in parameters on one of the layers and the number 2 popped up on another layer).

  2. Is rigging a part of cut out animation or are they two separate animation techniques?
