can motion keyframes be temporarily enabled and disabled on a layer, as needed, i.e. so the movement no longer affects the layer and the layer returns to it’s zero coordinates (but without deleting the keyframes)?

I don’t think that’s something possible at this time.

If you want to temporarily disable animation, the best thing to do is to have it on a separate peg and deactivate or activate it as you require. I’m assuming what you want is not as part of animating, just disabling the animation temporarily, because if you want to reset the values at a point in the timeline but continue animating later the best would be to just copy the key with the resting or zero position.
