My client wants to output my animation from TBS_6.0 to “full rez” (1920x1080, 23.98) DPX files eventually outputting my animation to 35mm film format. I can export only as a movie file at 24fps, however when imported into Final Cut, the animation looks fine, but it plays back at 11.987 fps.
I need to know if TBS_6.0 can’t handle outputting (1920x1080, 23.98), can Animate or Animate Pro output files to this format and fps?

As far as I know, Studio and Animate using the HD 1080p 24 fps preset, no 23.98 output.
Final Cut Pro X, should be able to create 23.98p fps Project-Sequences…
Or use Compressor for the conversion…
Otherwise, try MPEG Streamclip to convert your 24 fps movies to 23.98 fps…
