Well I decided to forget about the scanning for now because tablets are ten times cheaper. Would this tablet be sufficient for Toon Boom?

its the least expensive and the one I like best so far. 
Looks nice! I use a Wacom Bamboo “Fun”, but this looks cool, but bare in mind, if you haven’t used one before you’ve gotta be patient because it’s very different to hand drawing on paper IMO!
