I’m fairly experienced with ToonBoom Harmony, but I’ve been stuck on this issue for a while now.
I’m trying to paint in my line art, but I couldn’t color in. So, when I go to select all of the lineart, I can only select the invisible strokes. I don’t work on many layers so I can’t find how I’d be able to have locked this frame segment before. I’m working frame by frame, so if I can avoid redrawing, that’d be great! I’ve added a screenshot of my workspace as a reference.

Does it work if you switch to the drawing view? How do you know in which sublayer you’re working? You don’t have the Art Layer toolbar visible.
