Scripting possibilities ? turning on/off effect node depending of position of part of a rig.

I was wondering if it was possible to create a script to do this:

I have a character rig wich is already animated.

I would like to know if a script could do this job:
Applying an effect (let’s say “blur” for exemple) whenever a part of the character meets a new keyframe.

for exemple:

frame 1->14: Arm is stopped ----> Blur is off

frame 15->20 : Arm on another rotation or space position ----> Blur turn On

frame 21->25 : Arm on another rotation or space position ----> Blur turn Off

are you asking if a blur can be keyed manually, on or off? If so, yes you can do that in the Xsheet by creating a bezier in the properties menu of the blur node or in the timeline via the drop-down menu (+) beside the node.

Or, are you asking for an automated process to be done for the whole animation? Yes, you can do this, but sometimes it’s just faster to key them manually depending on the scope of the project and complexity of the blur. I’m not quite following your example, does the arm only blur at certain angles?
