Where do I find this Matte I need to use with the Refract effect?
The only Mattes I see in the module library are Matte-Blur and Matt-Resize, neither of which seem to work for the Refract effect.

Actually what you need to do is create your own layer to act as a Matte. It works similar to how the Cutter works, where you take one drawing layer and overlap a second drawing layer. Where they overlap, the effect is processed.
You can try it by creating an animation of concentric circles. Have the circles get larger. Then attach this to your Matte layer, and you’ll see the effect.
