Okay so I’m a freelance graphic designer and animator, my question is… Will this PC run “ToonBoom”, “Photoshop”, “After Effect”? And how well?

You could use another 8GB RAM but the system as described will run everything listed.
As for “how well?” all depends on the complexity of your projects. With thoughtful management of resources you should not be hindered. You would be better off adding an additional 8GB RAM. Harmony does not need more than 16GB according to what I was told when designing a system I eventually built. PS and AF will use as much as your system can handle if the projects are large enough.
If you have the option to upgrade to the GTX 970 it will be beneficial. I cannot say exactly how it is advantageous. This is just the advise I was given by TB Support. It will also help keep the system relevant further into the future. Harmony 13 is due in a few months and its needs ought to be anticipated if you plan to upgrade or wait for it.
