Processing Payments

So I’m new and I’m trying to purchase an annual Toon Boom Harmony Essentials licence, I’ve entered the correct card details multiple times and know for sure I have the correct amount in my bank account, but the checkout screen keep saying it can’t process the payment. What do I do?
