Need some advice on setting up a character for rigging!

I have this character I designed, and I got stumped while trying to set her up in the node view.

I’m trying to organize her torso, neck fluff, and lower jaw in a way that the torso will combine with the neck fluff, while at the same time the neck fluff will always be in front of her hair and always behind her lower jaw.

This is my first attempt at setting up a character for rigging! If you have any advice for this kind of setup, I’d appreciate it! Or there might be a chance I’m going in the wrong direction for this solution…

I’m using Oli’s Putland’s Guide to get to this point!
