I think it would good to be able to move a layer in the timeline by just click and drag it like you do in an editing software. Maybe ctrl + click drag.
I also think it would be good to be able to move tha layer to start with frames -1 and below. would make it more flexible so you dont have to remove frames to be able to test how something works.
