Is there a way to insert blank cells into a scene that has multiple layers? I’d like to be able to move all of the cells with drawings together (in a batch sort of way) when I am inserting blanks new blank cells. For instance, some layers start at say frame 20, another at 30, etc. When I insert blank cells on one layer I have to then move the cells in each layer individually (and laboriously).

You can do it on a multiple selection of cells in the timeline. Select the cells on the right side of the timeline on the layers that you want to add blank cells and use the context menu or the Shift+R shortcut.
