Does anyone know why when I import a jpeg that it sometimes rotates?

I suspect that you have a static parameter or a keyframe accidentally set on the element which you are using as the target for your import. So check the following: go to the timeline and select the element to which you imported your image and right click on its track and select remove all keyframes from the context menu. That will clear all accidental static parameter settings or accidental keyframe settings. If that doesn’t clear your rotation issue then also check to see if you have attached this element to a peg or another element which may have keyframes set that need to be removed as well.
