Imported Files appear as black boxes

I am a new user. When I import a jpeg file with the Import command. The picture appears as a black box. The file I am trying to import is a hand-colored background that I would like to lay behind animation poses that I have imported with the Import and Vectorize command. Does anyone recognize what I am doing incorrectly?

You don’t need to vectorize a colour image that you intend to use as a background image.
