Hello, I’m drawing images and scanning them, then importing and vectorizing them into Toon Boom. I’m using Photoshop to make the background transparent. I can drag the image into another Photoshop background I have drawn, and it looks fine, but when I import into Toon Boom, I am getting a thin white border around my figure. Is there a way I can get rid of it?

Hi,
try this:
1.In the Timeline view, select an empty cell in a bitmap image layer.
2.Right-click (Windows) or [Ctrl]+click (Mac OS X) and select
Import Images > Import Images With Keying. … (helpfile page 170)
Toon Boom Studio can import with Keying - test the options - perhaps it helps?
