I can't see the timeline handle when i use hand-drawn anmation and drag the cel in timeline?

it’s suspose to have the arrow thing for me to easy drag the frame? but i didn’t see it?

You need to zoom in sufficiently on the Timeline, then you are able to tweak the exposure of each drawing by clicking and dragging the junction between two drawings.
