I’m trying to import a .jpg file, but when I try to open it, it’s not even an option…

How do I get Toon Boom Pro 2 to recognize/open a .jpg file ?

Did you mean Toon Boom Animate Pro 2 ?
Yes, Animate Pro 2 could import jpg files and you just need to choose the right option to import.
