How do I make it so the grid stays open on Camera View? And without needing to make a drawing?

In Flash, I can have the grid perpetually open (when drawing, when playing an animation).

Is there a way I can do this in ToonBoom Harmony? I also experience something where the grid ONLY shows up AFTER I create a drawing, which seems to invalidate the purpose of a grid? I need to reference the coordinates on the grid to create a proportioned drawing, so it showing up only after I create it doesn’t make sense to me. How can I fix this?

I see that there are Guide views as well, but I do not need the perspective point/ guideline that my pen always snaps to. Is there a way to get rid of that as well? I only want a stationary grid that is always on.
