Is there a hot key for scrolling across the timeline?
For when doing frame by frame and drawing something over in onion skin sake?

With standard animate short cuts it is ctrl+shift+c and ctrl+shift+x
however you can change them (or check what they are on yours) by going to edit then preferences, pick shorts and then sub area for timeline.
They are go to next global frame and go to previous global frame.
. should also be for go to next frame, and
, for go to previous frame. You can always check out the current keyboard shortcuts by going to Edit > Preferences > Shortcuts.
