How do I drop the transparency effect under a peg?

You don’t, you drop the transparency effect onto a drawing layer.
Okay, so if I have several layers that need to change transparency simultaneously, I need to add the transparency effect to each drawing? In one of the training videos on the Toon Boom website, the trainer clicked on the peg and then added the effect which appeared indented under the peg. Does this not work anymore?

In the video transparency was added to a group not a peg.
