Where can I download this script?

Inside of Harmony, you can bring in the script directly from the Scripting Toolbar. The script is listed as TB_Import_Flash_Scene.js
You can get the script for the Flash export from within your Harmony installation folder, for example:
Program Files / Toon Boom Animation / Toon Boom Harmony 14.0 Premium / resources / flash
