Can't select lines after a cut and paste

I accidentally drew a character on the same level as another, so I cut and pasted it onto a new layer. It looks fine, but unfortunately, I can’t select its lines anymore. It’s like the layer is locked, but it’s not.

I guess I’m becoming my own tech support…the reason I could select my character after pasting was because I pasted it onto a new layer, NOT and new DRAWING LAYER. I redid the my cut and paste and everything works fine now.
