Animate Tone Effect?

I have read the help doc (not too helpful) and googled as much as possible. I have also been experimenting with Animate Pro 2 and I can’t figure out how to animate a Tone effect over time. I have the tone effect working in frame 1 but it is not intuitive as to how to have the vector matte animate with the object it is effecting.
