Adding Filter to final Render

Hello,
When I try to add a filter (Noise and Scratches) it seems to not do anything. I have tried multiple times and when I open the end file no filter is there. I always give up but I want it to work! Any ideas?

Can you confirm which version of Toon Boom Studio you are on? If you are not on Studio and you are on Harmony instead, please let us know which version of that instead.
